Description

The .gemspec for Linguistics is currently maintained somewhere outside the project. The .gemspec should be imported and maintained, and future releases should be released in gem form as well.

I found a gemspec at:

 http://f.lavadots.com/software/ruby/rubygems-0.8.1/gemspecs/linguistics.gemspec

I'll add it to the project and clean it up a bit. The fix mentioned for #1 should be incorporated as well.
